Answers :
All Praise be to Allah who is the Lord of the Worlds, and may Endless Blessings be showered upon His Most Beloved, and Final Messenger of Islam, Hadrat Muhammad Mustafa Salla Allahu ta'ala 'alayhi wa 'aalihi wa Sallam
Generally, you can make recitations which are from the Qur'an and the hadith, and they do not require permission [ijazah]. When a specific wazifah is given to you by a shaykh, then that is what is prescribed to you and only you can recite this. It is not necessary that all your recitations have to have ijazah, otherwise we would have had to have permission to even read the Qur'an shareef.
1] It is important for certain wazifahs to require permission because some recitations have different effects on different people. This could be described as an example of the Doctor who prescribes medicine for certain illnesses. You dont wish to receive the wrong medication for your illness as the consequences could be harmful. Similar rules apply for wazaif.
2] Permission should be sought for wazaif for personal problems, as one should not be reciting the incorrect wazaif for a particular problem which he does not have. Your shaykh will explain this to you before he prescribes it.
3] If a person does not have a shaykh, he may recite verses of the Qur'an and hadith, as well as Darood Shareef; but he shouldnt dwelve in books of tawiz and wazaif without prior conscent by the author.
4] This depends on what the wazifah is, and how powerful it is. It is best to consult someone who is suitably qualified, who will know what the outcome of a recitation will be; whether it will be beneficial for him or not.
